Toby Hedger is a visiting principal faculty specialist with the Center for Global Sustainability at the University of Maryland School of Public Policy. Her work focuses on advancing climate transparency and reporting systems, including greenhouse gas inventories. Prior to joining CGS, Hedger served at the U.S. Department of State, where she led U.S. strategy and negotiations on climate transparency, supported engagement on nationally determined contributions and climate ambition and directed preparation of the United States’ first Biennial Transparency Report. She brings more than two decades of experience shaping national greenhouse gas inventory and reporting frameworks, with particular expertise in fluorinated greenhouse gases and institutional transparency systems. Earlier in her career, Hedger led transparency capacity-building programs at the UNFCCC and directed training for
international expert reviewers. She serves as a UNFCCC lead reviewer for Biennial Transparency reports. Hedger earned a Master of Science in environmental science and policy from Johns Hopkins University and a Bachelor of Arts in geography from Colgate University.
