Bill Irving is a visiting principal faculty specialist with the Center for Global Sustainability at the University of Maryland School of Public Policy. His work focuses on developing robust greenhouse gas information systems to support domestic and international climate programs. Before joining CGS, he helped to develop international standards for reporting and review that underpin United Nations climate agreements, including the Kyoto Protocol and Paris Agreement, and initiated capacity building efforts to help developing countries meet these standards. In addition to being an Intergovernmental Panel on Climate Change lead author, Irving led the development of the EPA Greenhouse Gas Reporting Program in 2009, EPA’s policy development work on greenhouse markets, and its support for corporate reporting. He holds a master's of international affairs from Columbia University, and a Bachelor of Arts degree from Queen’s University, Kingston.
