CGS expert, Dan Nees, co-authored a report for the City of Annapolis with the Maryland Department of Natural Resources and the University of Maryland Environmental Finance Center on current and future climate-related impacts on the city. The report developed comprehensive, local resilience implementation and financing strategies.
Four program management mechanisms were assessed:
- The presence of a well-articulated and shared vision in Annapolis, with priorities specific enough to shape investments
- A clear understanding of the risks and opportunities associated with desired adaptation and mitigation outcomes
- The existence of established revenue streams and effective procurement systems
- Well-conceived project that are in sync with resilience planning efforts
