This article summarizes highlights from an interview with Milton Leitenberg conducted by Zoe Rutherford ahead of the 2026 CBRNe Convergence Conference. Leitenberg argues that if you look beyond individual cases of Russian state-sponsored assassinations it is possible to see something much deeper: Russia's open disregard for the Chemical Weapons Convention (CWC) and its sustained efforts to undermine the Organization for the Prohibition of Chemical Weapons (OPCW).
