Title: Who sparked China’s wind power miracle? The investment logic of central state-owned enterprises

Abstract: This research analyzes China’s unprecedented wind power deployment by opening the “black box” of the decision-making of central state-owned enterprises (CSOEs), which are the primary investors of wind power in China, and their interactions with the central/local governments. This study is based on extensive, in-depth field investigations and qualitative data analysis. The study’s findings challenge the conventional wisdom on China’s wind power development and provide a new explanatory framework for the role of CSOEs through empirical and theoretical analyses.

Bio: Dr. Mengye Zhu is an Affiliate Postdoctoral Fellow at the Center for Global Sustainability, University of Maryland. Her research focuses on energy transitions, particularly from a political economy perspective. She has extensive experience conducting fieldwork in the public and private sectors. She holds a Ph.D. in Public Administration from Tsinghua University and a Master’s degree in Public Policy from the University of Pittsburgh. Before her Ph.D., Mengye worked as an Assistant Researcher at the Brookings-Tsinghua Center for Public Policy and as a Policy Analyst at the Climate Policy Institute of Tsinghua University.
