Policy Alum Lands New Role as Staff Director of Helsinki Commission

Paul Massaro MPP ’15 has been appointed as staff director of the Helsinki Commission. Massaro's significant contributions to recognizing corruption as a national security threat have helped to define his tenure at the Commission.

Having previously served as a senior policy advisor for counter-corruption and sanctions at the Helsinki Commission, Massaro has been recognized as an expert in corruption issues. His work has led to the passage of several impactful legislations, including the Foreign Extortion Prevention Act and the Rodchenkov Anti-Doping Act. Massaro also played a key role in enacting the Oligarch Assets for Ukrainian Victory Act and the Transnational Repression Accountability and Prevention (TRAP) Act, addressing abuses by authoritarian regimes.

Driven by his commitment to counter corruption and authoritarianism, Massaro has focused his expertise on anti-money laundering, sanctions and global law enforcement policy. His dedication to these areas has been instrumental in advancing legislative initiatives aimed at holding dictators accountable and furthering the cause of democracy and Ukrainian victory. Recently, he led the successful effort to pass the Rebuilding Economic Prosperity and Opportunity (REPO) for Ukrainians Act, aiming to confiscate Russian sovereign assets.

With his new role, Massaro will continue his advocacy for democratic values and international security through legislative initiatives at the Helsinki Commission.
