GoTech Welcomes New Research Assistants for Fall 2021

The Center for the Governance of Technology and Systems (GoTech) is excited to announce two new research assistants for the 2021-2022 academic year. Ms. Victoria Adofoli and Ms. Carly  Ritterband will be joining the center to focus on policy challenges tied to the use of industrial drones in the United States and the strategic effects of cyber-attacks. Both Adofoli and Ritterband will be working with GoTech researchers to contextualize technology challenges for industry and government partners.  GoTech Director, Dr. Charles Harry noted, “We are extremely excited to welcome Victoria and Carly to our team and are looking forward to working with them on these projects. Both are extremely capable and hard working students, and will be doing great things in the future”

Victoria Adofoli is a Master of Public Policy candidate at the University of Maryland with a concentration in Information Security and Cybersecurity Policy. Her research interests are emerging technologies, cyber risk management, and governance. Her summer internship was at U.S. Indo-Pacific Command, and she served as their Multinational Cybersecurity Capacity Building and Cooperation Analyst. Victoria also serves on the IEEE Learning Technology/AI Ethics Committee and is a Technology Policy Forecaster at the Center for Security and Emerging Technology (CSET). Victoria also has a background in program management and development.

Carly Ritterband is a second year Master of Public Policy student pursuing a specialization in International Security and Economic Policy. Carly came to UMD following her graduation from the University of Florida in 2020 with a Bachelor of Arts in Economics. Her passion for public policy developed in the summer of 2019 during an internship in Tel Aviv, Israel conducting research at a think tank focused on Israeli economic policy. She has enjoyed expanding her understanding of public policy during her first year in the program and looks forward to developing new skills and passions through her work with GoTech this year. In her free time, Carly enjoys reading, exploring her new home in the DMV with friends, and watching Florida Gators football. 


The Center for Governance of Technology and Systems (GoTech) is focused on building an expansive community of educators, researchers, private practitioners, and policy makers to: explore the development, governance, and sustainment of complex critical infrastructure technologies and networks through rigorous interdisciplinary research; help advance a holistic approaches to governance through effective engagement between the public and private sector; and develop interdisciplinary educational programs.
