Abstract

The Biden administration's cyber strategy, unveiled in March 2023, aims to address the escalating challenges posed by insecure devices worldwide, inspired by the Solarium Commission report. However, this approach merely scratches the surface of the complex task governments face in safeguarding their populations. Attacks on critical infrastructures underscore the urgent need for comprehensive cybersecurity measures. Vulnerabilities persist across county governments nationwide, demanding immediate attention. To effectively manage this diverse array of infrastructures, a strategic framework contextualizing technical vulnerabilities within broader organizational and geographical contexts is essential. Mapping interdependent organizations is crucial for policymakers to prioritize defense investments effectively. Only through holistic understanding and strategic action can governments navigate the complex cybersecurity landscape and protect their populations from emerging threats.
