During the past decade, attention to the U.S.-Russian strategic relationship has steadily declined, eventhough the two countries' nuclear arsenals continue to represent the greatest physical threat that their societies face. Official policy and media discussions have been absorbed with problems of proliferation that have greater immediate prominence but lesser potential consequence.
