On 21 October 2021, Phillip Swagel, professor, and Philip Joyce, professor and senior associate dean at the University of Maryland School of Public Policy, testified before the Select Committee on the Modernization of Congress. They discussed the Congressional Budget Office and ways to modernize congressional support agencies to meet the needs of an evolving congress.
