SPP Launches First Advanced Negotiation Strategy Program for Lockheed Leaders

The School of Public Policy launched the first Advanced Negotiation Strategy Program for leaders from the Lockheed Martin Corporation (LM) who work with the US Department of Defense and other elements of the federal government in the national security and space exploration fields. With the government relying heavily on industry partners, the focus of the program is to enhance the executives’ familiarization with the government budgeting process and national security strategy, as well as to provide a solid negotiation framework for future government contracts.

The three-day pilot program launched virtually on November 17 for a cohort of 50 Lockheed Martin executives. Professor Mark Troutman led the instructional design and developed the content of the program, including an intensive simulation exercise intended to build negotiation, analysis and critical thinking skills to add value to the corporation and the national security enterprise. In addition to instruction from Troutman, the program utilized guest lectures from the Principal Deputy Assistant Secretary of Defense (Acquisition); the former Assistant Secretary of Export Administration in the US Department of Commerce; and the former Major General and Director of the US Army Program and Analysis. 

The Advanced Negotiation Strategy Program builds on existing relationships with Lockheed Martin - including SPP’s past welcoming of LM employees as students into the School’s federal acquisitions management certificate and MPS-PA and MPM degrees – and is expected to continue to wider audiences in 2021.
