ABOUT THE SPEAKERS:
Brian Matteson MPP ’00 came to the School of Public Policy with an interest in education policy and civil service. During his time at SPP, he was exposed to a wide variety of excellent federal and state practitioners and learned the policymaking process. Upon graduation, Matteson spent seven years at the U.S. Office of Management and Budget in education policy, then later moved to the North Carolina General Assembly. As a member of nonpartisan central staff serving all 170 state legislators, Matteson engaged with lawmakers on work that directly affects all citizens of the state. He worked for several years as a fiscal analyst for the state education budget and then moved onto the House budget development team. More recently, Matteson was appointed incoming Director of Fiscal Research at the North Carolina General Assembly.
Stephen Bailey serves as a Fiscal Analyst for the Fiscal Research Division (FRD) of the North Carolina General Assembly. He is the higher education analyst for the FRD Education Team, covering The University of North Carolina System, Community College System, and the State Education Assistance Authority (SEAA). Bailey previously spent six years working at The Pew Charitable Trusts in Washington D.C. where he managed a research team focused on state fiscal health issues. Bailey received his Master of Public Policy from Georgetown University and a B.S. in economics from the University of Mary Washington.
